Regarding court acts, conversion licenses certificates, and divorces. At the end of the letter, he writes, "all of the matters in this letter have already been written to Agudath HaRabanim Bureau, and we did not receive a response. Everything is very urgent".
Rabbi Yechezkel Abramsky, Av Beit Din of London, disciple of Rabbi Chaim of Brisk. One of the leading rabbis in his generation, known for his brilliance and for the unbending position he took when the honor of Torah and halacha was at stake. He was among the heads of Mo'etzet Gedolei HaTorah. Author of 25 volumes of Chazon Yechezkel on Tosefta and more. Several books and memoirs were published in his memory.
Recipient of the letter was Rabbi Yosef Eliyahu Henkin (1881-1973), one of the leading halachic authorities of America and director of Ezrat Torah (See about him in Jeshurun 20, Adar 2008, pages 125-171, "The Rabbi of America" – Sketches of Rabbi Henkin zt"l.)
