Rabbi Shaul Chaim Halevi Horowitz :(5588-5676) was a rabbi of Dubrovna in the Vitebsk district of White Russia and one of the most prominent Torah scholars of his generation, who immigrated to Eretz Israel and established the Great Yeshiva and Talmud Torah in Mea She'arim.
