הספר עוסק ביחסים בין היהודים לערבים בפלשתינה ובירושלים - התנאים לקיומו של בית לאומי ליהודים, מקומם של הפלשתינים הערבים בארץ, העתיד של פלשתינה וזאת בהתאם להשקפתו לגבי מדינה יהודית .
בשנת 1905 ייסד זנגוויל את ההסתדרות העולמית של הטריטוריאליסטים (Jewish Territorialism Organization), ובראשי תיבות: יט"א. מטרת הארגון הייתה להשיג טריטוריה ליהודים, לאו דווקא בתחומי ארץ ישראל. השיבה לארץ ישראל הייתה בעיניו חלום שאי אפשר להגשימו.
