R. Meshulam Shraga Feivish Halperin of Brezhan (1810-1876), was the son of R. Naftali Hertz Halperin, a talmid of the Chozeh of Lublin. He was a son-in-law of R. Asher Yeshaya Rubin of Ropchitz, and a particularly close Chossid of R. Yehoshua of Belz. With approbations of the Yeshuos Yaakov, R. Shimon Sofer, R. Dovid of Tolna, R. Menachem Mendel of Vizhnitz (Tzemach Tzaddik), R. Henoch of Alesk, and R. Yekusiel Yehuda Teitelbaum of Sighet (Yetev Lev).
