The letter was sent to Rabbi Raphael Halevi Eisenberg for his book The Ropes of the Messiah in Our Time. [For an unclear reason, the agreement was not printed in the book].
Rabbi Moshe Halberstam: (1932 - 2006) One of the greatest poskim in Jerusalem. He was a prominent Torah teacher and Dayan of the Eda Haredit in Jerusalem, authorizing hundreds of rabbis, author of Divrei Moshe responsa and head of the Divrei Chaim Yeshiva.
