The letter is addressed to R' Menachem Porush, attesting to the virtues of a particular person.
Rabbi Dov Berish Weidenfeld [1881-1966], the rabbi of Tchebin, mainly a student of Rabbi Meir Arik, Rabbi Shalom Schwadron and Rabbi Menachem Ziemba, served as the rosh yeshiva of Kochav MiYaakov-Tchebin, adjudicator and member of Agudat Yisrael's Council of Torah Sages.
