Important Halachic Responsum regarding the Requirement to Read the Scroll on the 14th of Adar in the Neighborhoods of Jerusalem – Handwritten and Signed by the Chief Rabbis – Rabbi Avraham Yitzchak Ha'Cohen Kook and Rabbi Ya'akov Meir
In 1920, the "Bayit Va'Gan" Association was founded in order to expand the neighborhoods and houses around the Old City of Jerusalem due to the population density and to found a new Jewish neighborhood.
Six years later (on the 11th of Nissan 1926), the building actually started and during the next three years, approximately twenty five nice, spacious houses were built. When the month of Adar arrived, the residents of the neighborhood asked the practical question: on which day should they celebrate Purim? Should it be on the 15th of Adar like Jerusalem which was surrounded by a wall since the days of Joshua or maybe only on the 14th of Adar? The question was the result of the fact that the new neighborhood was the furthest from the center of Jerusalem and the Old City, more than the other neighborhoods outside the walls of the Old City.
One of the residents of the neighborhood was Rabbi Shmuel Eliezri, a leading disciple of Rabbi Avraham Yitzchak Ha'Cohen Kook, who asked his rabbi what to do.
On Ta'anit Ester, Rabbi Kook sent his response to the residents of the new neighborhood, in the historical letter before us, adding his friend the Rishon Le'Zion Rabbi Ya'akov Meir to his Halachic ruling. Surprisingly, according to their ruling, Purim should be celebrated on the 15th of Adar yet the scroll should be read on the 14th of Adar as well due to the uncertainty of the matter! The scroll of course should be read without its blessings. This ruling is extraordinary and several arcticles were written on it (see for example, the comprehensive article by Rabbi Yehuda Zoldan "Kri'at Ha'Megilah Bi'Shchunot Yerushalayim" – although it should be noted that he was not familiar with the letter before us!)
Halachic responsum by Rabbi Avraham Yitzchak Ha'Cohen Kook, especially when the opinion of his friend Rabbi Ya'akov Meir is added to them, are extremely rare!
