Rabbi Yitzchak Ya'akov Vechtfoigel (1887-1978) was born in Mezhirichi and studied at Telsiai, Slobodka and Valozhyn Yeshivas. He immigrated to Israel in 1909, was among the founders of Neve Ya'akov in 1924 and the rabbi of the neighborhood from 1926 to 1929. Later, he was appointed the head of 'Meah Shearim' Yeshiva.
Neve Ya'akov was built north of Jerusalem on the road to Nablus. It was first called 'The Hebrew Village'. Later, its name was changed to Neve Ya'akov in name of Rabbi Yitzchak Ya'akov Reines, of the heads of Zionism and the founder of Ha'Mizrachi Movement. The village was destroyed during the War of Independence and rebuilt in 1970 as a neighborhood of Jerusalem.
