Commissioned by President Harry S. Truman, this report outlines the appalling living conditions the surviving Jews of Europe were forced to confront in almost two dozen Displaced Persons camps. Harrison blamed the U.S. military authorities for these inhuman conditions: “We appear to be treating the Jews as the Nazis treated them except that we do not exterminate them.”
