Khrushchev, in his capacity as Secretary of the Central Committee of the Ukranian Communist Party, states `A series of decisions taken by the Regional Committees and Regional Executive Committees did not fully comply with the instructions of the Council of Ministers of the Communist Party of Ukraine concerning the production of the necessary amount of mobile truck repair machine and tractor stations….Regional Committees and Regional Executive Committees must stop, in the next few days, provisioning machine and tractor stations with mobile truck repair areas, and submit a report on the 10th of April to the Central Committee and the Council of Ministers concerning how many mobile truck repair areas have been created, how many have been equipped, and how they work..´ Signed by Khrushchev in bold green ink, also adding the date in his hand.
