The recipient, R. Yisroel Elya Weintraub (1932-2010) was a prolific author, known as one of the leading Kabbalists of his generation. Born in Brooklyn, he settled in Bnei Brak in 1965 where he became a member of the illustrious Kollel Chazon Ish and study-partner with the Steipler. Rabbi Elazar Menachem Shach, encouraged his followers to consult with R. Yisroel Elya when seeking to determine "da'as Torah" on any given subject.
