Various Russian Non-Postal Stamps
1907, Certification of the Ministry of Internal Affairs General Direction of Posts and Telegraphs issued for Mr. Thomas H. Leggett, citizen of the Great Britain, that he can receive and send telegrams in a conventional language (supposed to be English), the certification is bearing General revenue stamp of 75k green on multicolored network, usual folds (the item is large) and some tears, still fine, very unusual and scarce piece, Barefoot #22
