Halachic letter Handwritten by Rabbi Menachem Mendel Av Beit Din of Rowne to Rabbi Efrayim Zalman Margaliyot. The halachic responsum is arranged in numbered paragraphs. The letter is signed: "Mendil … here in the holy community of Rowne [?]"
On the last page among the four, there are details of the address of the addressee: "to the holy community of Brody", "[To] … his excellency … my close friend the well-known rabbi … Rabbi Efrayim Zalman …". Several words are written in a different handwriting.
In the 'Beit Efrayim' Responsa, Siman 134, the author discusses this question on the matter of Chalitza and whilst doing so, refers to the responsum of Rabbi Menachem Mendel and emphasizes his great modesty.
The history of Rabbi Menachem Mendel
Rabbi Menachem Mendel Av Beit Din of Rowne was one of the geniuses of his generation. He was one of the leading students of the well-known Kloiz of Brody and corresponded with the most prominent rabbis of his generation. The 'Noda Bi'Yehuda' refers to him in his book and calls him "the beloved grandson of my aunt, great and knowledgeable in Torah and perfect in his virtues…". He also served as Av Beit Din of Dubna. Many turned to him to request that he approbate their books.
He was close to his rabbi the Maggid of Mezeritch and corresponded with his leading disciples. He is described as "one of the disciples of the Divine Hassid Dov Ber … of Mezeritch" ("Yalkut Menachem", Vilnius 1903).
He approbated three early Hassidic books: 'Yessod Yosef' by Rabbi Yosef Yaskal ; 'Sha'ar Gan Eden' by the Kabbalist Rabbi Ya'akov Kapil of Mezertich; 'Sod Yachin U'Bo'az' by the author of 'Meir Netivim' of Ostroh and more. He died in circa 1805.
