Four photographs depicting the first British High Commissioner, Sir Herbert Samuel, with diplomats and associates. Three of them have the stamp of the photographer: T. Faigin, Haifa.
The appointment of Sir Herbert Samuel - a Jew - in 1920 as the first British High Commissioner in the Land of Israel was received enthusiastically in the yishuv, to the point he was nicknamed "The First in Yehudah." Expressions of admiration for him intensified when he announced that Jerusalem is the capital of Mandatory Palestine. There was a certain disappointment among the Jewish settlement, however, after he ordered a temporary suspension on immigration in 1921 and for his neutral stand in the Israeli-Arab conflict, despite his being a Jew.
