A book by Rabbi Yisrael Zev Mintzberg (1872-1962), Av Beit Din of the Bedatz Chassidim and Rabbi of "HaIr HaElyona", a neighborhood inside the walls of the Old City of Jerusalem.
In the book are halachic clarifications on the commandment of living in Israel, a detailed historical description of the development of the Kollels of Jerusalem and their charity funds, the laws of collecting charity and its distribution among the members of the Kollelim, and letters published for the first time from manuscripts of the great Rebbes, among them those who renewed the Jewish settlement in Israel, regarding the laws of collecting charity and distributing it to the Kollelim.
