The proclamation documents a most interesting affair that happened in Jerusalem of the 1930's.
Ever since the rule of the Turks, the mayor of Jerusalem was Arabic. Due to the Jewish immigration of the 1920's and 1930's, the Jewish population increased and the Jews constituted the majority.

In this proclamation, "Histadrut Ha'Toshav" (Union of Residents) invites the residents of Jerusalem to a "public meeting" in the "Eden" theater, which will discuss the demand for "municipal autonomy of the Hebrew area of Jerusalem", that is, a demand to establish a separate city council for Jews.
The proclamation notes that the demand is consistent with the mandatory Municipalities Act, which determines that the High Commissioner is entitles to authorize the establishment of a separate municipality according to a demand of most of the residents of a certain area.
The request had been rejected; however, the Jewish efforts for appropriate representation bore fruit and in 1937, a Jewish mayor of Jerusalem was appointed – Daniel Auster.
