Lord Herbert Plumer was the High Commissioner for Palestine during the years 1925-1928. During this period it was relatively peaceful in the country after the Jaffa Riots (1921) and before the 1929 Palestine Riots. His contribution to keeping this peace was significant and his attitude to the Jewish settlement was fair. During the economic crisis of 1927, he gave the Yishuv economic support. He retained his neutrality in his attitude towards Jews and Arabs alike.
